The Dutch decree on extended producer responsibility for textiles is published as Staatsblad 2023, 132. It was signed on 14 April 2023 and has applied since 1 July 2023. In the official citation the words are split: Besluit uitgebreide producenten verantwoordelijkheid textiel. Everyday use often drops that space. The decree is in force.

The targets are a share of the weight placed on the Dutch market in the previous year. Preparing for reuse and recycling together must reach 50 percent in 2025, then 55 percent in 2026, 60 percent in 2027, 65 percent in 2028 and 70 percent in 2029, and 75 percent from 2030. Preparing for reuse starts at 20 percent in 2025 and rises by one percentage point a year, to 25 percent from 2030. Within that, reuse in the Netherlands starts at 10 percent in 2025 and reaches 15 percent from 2030. Fibre-to-fibre recycling, measured as a share of the recycled volume, is 25 percent in 2025, 27 percent in 2026, 29 percent in 2027, 31 percent in 2028 and 32 percent in 2029, and 33 percent from 2030. A further article requires measures on the use of recycled post-consumer fibres. It does not set a percentage.

Producers report each year by 1 August. The reports for 2023 and 2024 may state only the quantities placed on the market. The explanatory note records that Modint and INretail set up Stichting UPV Textiel in 2022. Joining that organisation is allowed, not required. A producer may carry the responsibility alone. Many still join, because collection and reporting are shared tasks. A brand or retailer that places textiles on the Dutch market for the first time can be a producer without a factory in the Netherlands.

Directive (EU) 2025/1892 will require national schemes to meet common Union rules, with schemes due by 17 April 2028. The Dutch decree already applies and will have to be read with that directive after transposition. This page follows the Staatsblad text. It does not calculate whether a given company has met a percentage. Check the decree for the latest wording.

Who must comply

A producer is a company that places the textiles covered by the decree on the Dutch market for the first time. Brands and retailers often are producers in that sense. They may meet the duty alone or through a producer organisation. Joining Stichting UPV Textiel is not a legal obligation.

What it means for textiles

The targets cover preparation for reuse and recycling, reuse inside the Netherlands, and fibre-to-fibre recycling of the recycled share. Recycled post-consumer fibre is a measure under the decree, not a percentage target. Reporting is annual, by 1 August.

How JOYNN helps

JOYNN can hold product quantities, fibre composition and facility data that a producer needs when preparing the annual report or answering a producer organisation. It does not file that report with the Dutch authorities, it does not replace membership of a scheme, and it does not make anyone compliant. JOYNN is not legal advice. The JOYNN Index is not the method behind the decree’s targets.

Questions
